Apple revolutionized the phone presenting a capacitive touchscreen smartphone but now Microsoft tries to anticipate the times by presenting the technology pre-touch, can predict where it's put your finger on the screen, even before the contact.
The idea is interesting and if properly implemented, could prove very useful. The video that follows shows some examples integrated within specific applications. Playing a movie, for example, with the pre-touch technology could bring up the media controls and volume control only approaching the finger to the screen; in a web browser we can select and highlight titles, articles, videos and much more content on a page, you can also replace the "Next button" and "back" of the browser with a two-finger gesture, without ever touching the screen.
The technology could also have interesting implications regarding games, going to add a third dimension of movement. Think of a football game, besides being able to touch the ball to kick it, and you can also dribble by placing a finger close to the screen without touching it.
The pre-touch takes into account the grip of the phone, including if it is used with one hand for closer via a handle and cover a wider area of the display. Consequently, the operating system will behave in a suitable manner showing suitable controls with only one hand.
